Michael Bruner

Michael W. Bruner serves as the City Council Member for District 1. He was elected in November 2025 and sworn in January 2026 for a four-year term.
Mr. Bruner has lived on family property in Garden City for more than 20 years, with his family’s ties to the property dating back to the early 1960s. He began his career in information technology, working with office equipment companies and as an Apple specialist. In 2008, he became an owner-operator of a local computer store. In 2016, he transitioned to managing his grandfather’s RV park full-time and became the sole owner in 2018. He currently owns and operates the RV park and other properties in Garden City, including an event venue.
Before being elected to City Council, Mr. Bruner served four years on the Garden City Combined Board of Appeals and Planning Commission. He is also a member of the Garden City Stakeholder Committee working on updates to the city’s Comprehensive Plan and serves as a deacon at Silk Hope Baptist Church.
Mr. Bruner has been married for more than 25 years and is the father of triplet sons. As a council member, he is focused on transparency, infrastructure improvements, and promoting consistent development in the District.

Debbie Ruiz

Debbie Ruiz was born and raised in Garden City. She attended Groves High School and graduated with a bachelor's degree in Marketing from Georgia Southern College. Immediately after graduation, she started her Marketing career in Retail as a Fashion Merchandise Buyer. Her next career move was as a Marketing Support Rep for a computer company, which later led to her retirement as a Sr. Systems Analyst in the IT Dept at the City of Savannah. Debbie has served on Council since January 2016.

Natalyn Bates Morris

Natalyn Bates Morris is happily married to Dennis L. Morris, Sr. They are the proud parents of two adult children and three adorable grandchildren. A graduate of Groves High School, she attended Savannah State College (now University). She is currently employed with Coastal Electric Cooperative as the Human Resources Coordinator.

Richard Lassiter, Jr.

Councilman Lassiter was born to Mr. & Mrs. Richard Lassiter Sr. and was raised in Garden City and graduated from Groves High School c/o 2001. Councilman Lassiter has three lovely children, Kamari, Isabella,& Hayden.

Gwyn L. Hall was born and raised in Garden City and has dedicated much of his life to public service within the community he proudly calls home. Councilmember Hall, a graduate of Benedictine Military School is married to Lynette Hall, and is a father of six, grandfather of nine, and great-grandfather of two. He has served on the Garden City Council for a total of 19 years, providing experienced leadership, steady governance, and a deep understanding of the city’s evolving needs.
Prior to his election to Council, Mr. Hall served on the Garden City Planning and Zoning Commission, where he gained valuable insight into responsible growth, land use, and long-term development planning. He also contributed to the city’s 50th Anniversary Celebration Committee, helping commemorate an important milestone in Garden City’s history while honoring its legacy and future potential.
Throughout his tenure, Mr. Hall has remained committed to addressing the issues that impact residents’ quality of life while fostering an environment that supports economic growth. He believes thoughtful leadership requires balance and collaboration, and his ultimate goal is to achieve the right mix of policies and initiatives that benefit both residents and businesses.
With nearly two decades of service, Gwyn L. Hall continues to work diligently to ensure Garden City moves forward with purpose, integrity, and a vision for sustainable progress.
