The City of Garden City invites all qualified wrecker companies to submit sealed bid proposals for head-out wrecker services and auto storage for the City as described herein.

The wrecker service and storage shall be called by the Garden City Police Department for:

  • The owner of a disabled vehicle who does not indicate a preference as to what wrecker service or storage facility will be used.
  • The removal and storage of abandoned vehicles.
  • The removal and storage of vehicles impounded on police orders.

The wrecker service shall also be called by the City Garage for the transportation of disabled city vehicles.

The successful bidder will be required to provide 24 hour towing capability; ability to handle multiple incidents simultaneously; and maintain a storage facility in close proximity to Garden City. The successful bidder will also be required to have 24 hour communications capability and provide towing service within 30 minutes to any location within the city (commercial towing within 1 hour).

Preferred qualifications (priority will be given to the bidder meeting these requirements):

  • Four (4) Thirty-five ton rated wreckers.
  • Six (6) Four-ton rated wreckers.
  • One (1) 75-ton 3 stage rotator crane.
  • Communications equipment adequate to receive direction from the wrecker service control center.
  • Air cushion recovery system.
  • One (1) Semi-truck and low boy trailer.

A bid proposal packet setting forth all of the criteria for providing the wrecker services including, but not limited to, indemnity, insurance, and reporting requirements, can be obtained at the service window of the Garden City Police Department from 8 am until 5 pm o'clock, Monday through Friday.

Bid proposals will be received at Garden City, City Hall, Attention: Rhonda Ferrell-Bowles, City Clerk, 100 Central Avenue, Garden City, Georgia, 31405 until 4 pm o'clock on November 12, 2015. Any proposal received after this date and time shall not be considered. At 4:30 pm o'clock, on the same date, the bid proposals will be publicly opened and then evaluated per the criteria specified herein and in the bid proposal packet. Proposals shall be signed by the bidder and enclosed in an opaque sealed envelope on which will be written the name and address of the proposer and the words "Wrecker Service Proposal". If the proposal is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation "Proposal Enclosed" on the face of it. Bids submitted by mail or courier are required to be delivered before the above-stated deadline.

The City reserves the right to reject any and all proposals and to disqualify any proposal non- responsive to the request. The City further reserves the right to waive any irregularities, technicalities, and informalities. The City will award a wrecker services contract to the responsive and responsible bidder who would be most advantageous to the City, taking into consideration those factors set forth in the bid proposal packet.

No bid proposal may be withdrawn for a period of sixty-five (65) days after the above-stated deadline for submitting proposals, or until notified by the City, whichever is sooner.
