2020 LMIG ROAD IMPROVEMENTS

 

The Work includes resurfacing of Rommel Avenue (4,310 LF).  The Work includes approximately 1,365 tons of asphalt pavement including leveling, and surface courses, shoulder grading, milling, temporary and permanent striping/marking, permanent grassing/stabilization, traffic control, and other related work.

 

Separate sealed Bids for construction of the 2020 LMIG ROAD IMPROVEMENTS will be received by the City of Garden City, Georgia (also referred to as Owner) from General Contractors, including all associated work labor and materials, equipment and appurtenances required to complete the work.

 

Bids will be received at the City of Garden City, 100 Central Avenue, Garden City, GA 31405, at 2:00 p.m. legal local time, Wednesday, March 18, 2020 and then publicly opened and read aloud.  Bids submitted by mail or courier are required to be delivered before the Bid Opening time stated above and should be addressed to City of Garden City, 100 Central Avenue, Garden City, Georgia 31405, Attention: Ronald Feldner, City Manager.

 

No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder is pre-qualified with the Georgia Department of Transportation (GDOT) and has received a Certificate of Qualification in accordance with the rules and regulations approved and adopted by the State of Georgia Transportation Board.  Bidder must provide evidence of compliance with this requirement.

 

No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after time designated for receipt of Bids or until notified by Owner, whichever is sooner.

 

Bids must be accompanied by a certified check or Bid Bond in the amount of five percent of the bid amount.  The successful bidder must be able to provide a Payment Bond and Performance Bond within ten days of Notice of Award.  The Payment Bond and Performance Bond must be in the amount of 100 percent of the contract amount.

 

A non-collusion affidavit must be completed and submitted as part of the Contractor's bid.

 

City of Garden City, Georgia reserves right to reject any and all bids and to waive irregularities, technicalities, and informalities.

PART I – GENERAL

PROSPERITY DRIVE WATER AND SEWER IMPROVEMENTS

 

  1. Sealed proposals for Prosperity Drive Water and Sewer Improvements owned by The City of Garden City, Georgia will be received by Mr. Ron Feldner, P.E. in the Council Chambers of City Hall office located at 100 Central Avenue, Garden City, Georgia, 31405 until February 18st, 2020 at 10:00 A.M. at which time they will be publicly opened and read aloud.

     

  2. The project consists of the following generally described work:

     

    Division I – Metering Station and Jack & Bore Under Dean Forest Road:

    The proposed work for Division I consists of connection to the existing City of Savannah 24-inch I&D water main, jack and bore 36” steel casing under Dean Forest Road and construction of new municipal water metering station within Prosperity Drive Right-of-way.

     

    Division II – Water Main along Prosperity Drive to McCraney Property:

    The proposed work for Division II includes installation of approximately 1,800 linear feet of 18-inch water main along Prosperity Drive between new metering station and McCraney property line as indicated in the construction plans. Additionally, Prosperity Drive road and storm drainage improvements are part of the Division II.

     

    Division III – Water Main from Metering Station to Airport Park Drive:

    The proposed work for Division III includes jack and bore 30” steel casing under prosperity Drive and installation of approximately 1,000 linear feet of 16-inch water main along Dean Forest Road between Prosperity and Airport Park Drives. 

     

    Division IV – Airport Park Drive Water and Sewer Extension and Loop:

    The proposed work for Division IV includes installation of approximately 2,200 linear feet of 8-inch gravity sewer and 2,500 linear feet of 8-inch water main along Airport Park Drive.

     

  3. Plans and Specifications may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 upon payment of $250.00 (plus shipping charges as applicable).The payment is non–refundable.

     

  4. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid.All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability.”Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond.

     

  5. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

  6. A mandatory Pre–Bid Conference will be held on January 28th, 2020, at 10:00 A.M. in Garden City, City Hall located at 100 Central Avenue, Garden City, Georgia, 31405. This pre–bid meeting will include a visit to the project site.All prospective bidders encouraged to attend.

     

  7. The Division I and Division II of this project is STATE funded through the Georgia Environmental Finance Authority (GEFA).Therefore, the successful low, responsive, responsible bidder must provide to the Owner written oath in accordance with O.C.G.A §36–91–21(e), certifying that the Contractor has not acted alone or otherwise to prevent or attempt to prevent competition in bidding or proposal for said project by any means whatsoever. Furthermore, the oath shall certify that the Contractor during this process of procuring said work has not prevented or endeavored to prevent anyone from making a bid or proposal by any means whatsoever, nor caused or induced another to withdraw a bid or proposal for the work.

     

  8. The Contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43–14–2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43–14–8.2 et seq. with reference to Utility Contractor’s Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope as provided by O.C.G.A. Section 43–14–8.2(h).Utility contracting means a proposal to perform utility work, the depth which exceeds five (5) feet, to a utility system as defined in O.C.G.A. Section 43–14– 2(17).

 

A utility contractor license will be required for this project.

BISHOP & NELSON AVE. CSX RR SEWER REPLACEMENT

The work under this Contract will consist generally of the following:
Installation of 64 L.F. of 8” SDR 26 PVC and 120 L.F. of 10” CLASS 56 RJ DIP Gravity Sewer under CSX RR. Contractor shall comply with CSX Railroad Agreement No. CSX8875570 in the Appendix of the Contract Documents.

CSX RR SEWER REPLACEMENT will be received by the City of Garden City, Georgia (also referred to as Owner) from General Contractors, including all associated work labor and materials, equipment and appurtenances required to complete the work.

Bids will be received at the City of Garden City, 100 Central Avenue, Garden City, GA 31405, at 2:00 p.m. legal local time, Thursday, September 5, 2019 and then publicly opened and read aloud.  Bids submitted by mail or courier are required to be delivered before the Bid Opening time stated above and should be addressed to City of Garden City, 100 Central Avenue, Garden City, Georgia  31405, Attention: Ronald Feldner, City Manager.

A non-mandatory pre-bid meeting will be held at Garden City, City Hall, located at 100 Central Avenue, Garden City, GA 31405, at 10:00 a.m., Tuesday, August 20, 2019.  Prospective bidders are strongly encouraged to attend the pre-bid meeting.

No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia Utility Contractor's License of proper classification and in full force and effect, in compliance with state and local laws, statutes and/or ordinances.

Garden City's City Hall Rooftop Unit Replacement (Replacing rooftop unit RTU-2) 

HVAC Bids

Work includes removing existing unit, providing and installing new unit in same location, disconnect electrical and controls and reconnect to new unit. Controls shall be i-Vu already in building.
