LEGAL NOTICE

 

PART I – GENERAL

PROSPERITY DRIVE WATER AND SEWER IMPROVEMENTS

 

  1. Sealed proposals for Prosperity Drive Water and Sewer Improvements owned by The City of Garden City, Georgia should be delivered to Ms. Aga Beck, P.E. at the offices of Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 until June 2nd, 2020 at 10:00 A.M. at which time they will be received, opened and read aloud in accordance with the procedure set forth below in Section 5b. 

     

  2. The scope of the project shall consist of the following generally described Division I Base Bid Work and may include the following generally described Division II Alternative Additive Work, and/or the generally described Division III Alternative Additive Work.  The actual   scope of the project will not be determined until after the Project is bid, but before the contract documents are executed, based on the alternative bids and the City’s priorities at such time.

     

    Division I Base Bid Work– Metering Station and Jack & Bore Under Dean Forest Road:

    The proposed work for Division I consists of connection to the existing City of Savannah 24-inch I&D water main, jack and bore 36” steel casing under Dean Forest Road and construction of new municipal water metering station within Prosperity Drive Right-of-way.

     

    Division II Additive Alternative Work – Water Main along Prosperity Drive to McCraney Property:

    The proposed work for Division II includes installation of approximately 1,800 linear feet of 18-inch water main along Prosperity Drive between new metering station and McCraney property line as indicated in the construction plans.

     

    Division III Additive Alternative Work – Water Main from Metering Station to Airport Park Drive:

    The proposed work for Division III includes jack and bore 30” steel casing under prosperity Drive and installation of approximately 1,000 linear feet of 16-inch water main along Dean Forest Road between Prosperity and Airport Park Drives. 

     

  3. Plans and Specifications may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 upon payment of $250.00 (plus shipping charges as applicable).  The payment is nonrefundable.

     

  4. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid.  All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability.”  Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded.  Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond.

     

  5. Evaluation of Bids:

 

  1. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

     

  2. In the comparison of Bids, alternates (Divisions of work) will be applied in the same order of priority as listed in the Bid Form. To determine the Bid Prices for purposes of comparison, Owner shall announce to all bidders a “Base Bid plus Alternatives” (Divisions of work) budget after receiving all Bids, but prior to opening them.  For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded.   

    After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors set forth in Section 00030 “Instructions to Bidders”, the award may be made to said Successful Bidder on its Base Bid and any combination of its Additive Alternative Bids for which Owner determines funds will be available through either a loan from the Georgia Environmental Finance Authority (GEFA) guaranteed by third-party developers or contractual financing commitments made to the City by such third-party developers at the time of award.

  3. A non-mandatory virtual Pre–Bid Conference will be held on May 18th, 2020, at 10:00 A.M.

     

    In response to the Novel Coronavirus (COVID 19) pandemic, the City does not hold any in-person public meetings including construction contracts pre-bid conferences.  Starting at 10:00 AM on May 18th, 2020, the City’s elected representative will live stream the pre-bid conference via Zoom on-line meeting.

    The use of streaming video for the pre-bid conference is provided as a convenience for the contractors and sub-contractors and should the streaming link access be unavailable or fail during the meeting it does not nullify the validity of the scheduled meeting.

     

    All prospective bidders are encouraged to attend.

     

  4. The Division I and Division II of this project is STATE funded (GEFA) if the City awards one or both of these Divisions. As such, the successful low, responsive, responsible bidder must provide to the Owner written oath in accordance with O.C.G.A §36–91–21(e), certifying that the Contractor has not acted alone or otherwise to prevent or attempt to prevent competition in bidding or proposal for said project by any means whatsoever.   Furthermore, the oath shall certify that the Contractor during this process of procuring said work has not prevented or endeavored to prevent anyone from making a bid or proposal by any means whatsoever, nor caused or induced another to withdraw a bid or proposal for the work.

     

  5. The Contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43–14–2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43–14–8.2 et seq. with reference to Utility Contractor’s Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope as provided by O.C.G.A. Section 43–14–8.2(h).  Utility contracting means a proposal to perform utility work, the depth which exceeds five (5) feet, to a utility system as defined in O.C.G.A. Section 43–14– 2(17).

 

A utility contractor license will be required for this project.

2020 LMIG ROAD IMPROVEMENTS

The Work includes resurfacing of Rommel Avenue (4,310 LF).  The Work includes approximately 1,365 tons of asphalt pavement including leveling, and surface courses, shoulder grading, milling, temporary and permanent striping/marking, permanent grassing/stabilization, traffic control, and other related work.

 

Separate sealed Bids for construction of the 2020 LMIG ROAD IMPROVEMENTS will be received by the City of Garden City, Georgia (also referred to as Owner) from General Contractors, including all associated work labor and materials, equipment and appurtenances required to complete the work.

 

Bids will be received at the City of Garden City, 100 Central Avenue, Garden City, GA 31405, at 2:00 p.m. legal local time, Wednesday, March 18, 2020 and then publicly opened and read aloud.  Bids submitted by mail or courier are required to be delivered before the Bid Opening time stated above and should be addressed to City of Garden City, 100 Central Avenue, Garden City, Georgia 31405, Attention: Ronald Feldner, City Manager.

 

No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder is pre-qualified with the Georgia Department of Transportation (GDOT) and has received a Certificate of Qualification in accordance with the rules and regulations approved and adopted by the State of Georgia Transportation Board.  Bidder must provide evidence of compliance with this requirement.

 

No bid may be modified, withdrawn, or canceled for a period of sixty (60) days after time designated for receipt of Bids or until notified by Owner, whichever is sooner.

 

Bids must be accompanied by a certified check or Bid Bond in the amount of five percent of the bid amount.  The successful bidder must be able to provide a Payment Bond and Performance Bond within ten days of Notice of Award.  The Payment Bond and Performance Bond must be in the amount of 100 percent of the contract amount.

 

A non-collusion affidavit must be completed and submitted as part of the Contractor's bid.

 

City of Garden City, Georgia reserves right to reject any and all bids and to waive irregularities, technicalities, and informalities.

Work includes removing existing unit, providing and installing new unit in same location, disconnect electrical and controls and reconnect to new unit. Controls shall be i-Vu already in building.
