ADVERTISEMENT FOR BIDS/ PROPOSALS 

The City of Garden City (City) is seeking proposals from qualified Respondent(s) for the provision of facilitating at least 2 (two) public meetings on the proposed project to gather public input. Also included is the final design of a Multipurpose Recreational Complex to include all architectural and engineering design for the benefit of the City.

The City of Garden City, Georgia intends to develop and construct a multipurpose recreational complex within the jurisdictional boundaries of Garden City. The approximate 11.4 acres are located on undeveloped, contiguous parcels on U.S. Highway 80 within Garden City. Also included as reference with this RFP is the 2011 Parks and Recreation Master Plan for Garden City as well as the 2011 Garden City Parks and Recreation Needs Assessment.

All proposals must be delivered no later than 4:00 pm EST, February 6, 2019.

The City of Garden City, Georgia has been awarded a Beautification Grant through the Georgia Department of Transportation (GDOT) for the median on Highway 307/Dean Forest Road between Sunshine Avenue and Town Center Drive within the jurisdictional boundaries of Garden City. The Scope of Work is for a qualified contractor to install shrubs, flowers and grasses in the median while strictly following GDOT policies and obtaining all necessary permits for a highway project. A Management Plan and Maintenance Cost Proposal shall also be submitted detailing how the Respondent will follow best management practices to ensure optimal growth. The Scope of Work is for the contractor to provide goods and services as described here within and in accordance with Garden City’s Standard Purchase Order Terms and Conditions.

In response to the City of Garden City's Request for Proposals for Debris Monitoring and Public Assistance Consulting Services the following firms submitted proposals:

  1. Witt O'Brien
  2. Rostan Solutions
  3. Patriot Response Group
  4. Goodwyn, Mills and Cawood, Inc.
  5. DebrisTech
  6. True North Emergency Management, LLC.

Based on the staff’s review of the six submittals, the City scored and ranked the proposals in order from highest to lowest and selected Rostan Solutions as its Debris Monitor and Public Assistance Consultant.

The City of Garden City invites qualified firms to respond to this request for proposal (RFP) by providing their qualification and experience for consideration to provide Disaster Debris Monitoring & Public Assistance Services via a Task Order Contract Agreement.

The City of Garden City seeks qualified firm(s) to provide post-disaster Debris Monitoring and Public Assistance Consulting as fully described in the RFP.  All services shall comply with current FEMA guidance, as well as, local, State and federal regulations.

Firms or companies desiring to provide services, as described in the scope of services, shall submit proposals no later than 4:00 p.m. on Thursday, October 25, 2018 to Jackie Jackson, Special Projects Coordinator 100 Central Avenue, Garden City, GA 31405. NOTICE TO CONTRACTORS AND INVITATION/ADVERTISEMENT FOR BIDS

Sealed bids are being solicited by the City of Garden City for the Town Center Improvements project located in Garden City, Georgia on Dean Forest Road.  The bid opening will take place at the offices of Garden City – City Hall located at 100 Central Avenue at 4:00 P.M. (Local Time), August 8, 2018, at which time they will be publicly opened and read.  No late bids will be opened or considered.

The work under this Contract will consist generally of the following: 

Project consists of demolition, utility modifications, roadway construction, GDOT improvements in preparation of full site development.

The Plans and Specifications are available for inspection at the office of Hussey Gay Bell, Consulting Engineers, 329 Commercial Drive, Savannah, Georgia.

One (1) set of Plans, Specifications and other Contract Documents may be obtained by application, accompanied by a check in the amount of $150.00 payable to Hussey Gay Bell, 329 Commercial Drive, Savannah, Georgia 31406 to the attention of Carole Gay.  No refund will be made for returned documents.

All questions concerning the plans, Specifications and other Contract Documents should be directed in writing to Hussey Gay Bell,  Consulting Engineers, Savannah, Georgia, 31406, email only, Attn:  C.J. Chance (cchance@husseygaybell.com) and Carole Gay (cgay@husseygaybell.com).

Bids must be accompanied by a certified check or Bid Bond in the amount of five percent of the amount bid.  The successful bidder must be able to provide a Payment Bond and Performance Bond within ten days of Notice of Award.  These bonds must be in the amount of 100 percent of the contract amount.

In accordance with State of Georgia Code Section 43-14-8.2(h), the low bidder must furnish proof that they have a Utility Contractor’s License before a contract will be executed.

A mandatory pre-bid conference will be held July 19, 2018 at 3:00 P.M. at the Garden City – City Hall located at 100 Central Avenue, Garden City, Georgia.

A Non-Collusion Affidavit must be completed and submitted with the bid.

Garden City reserves the right to reject any or all bids and to waive technicalities and informalities.

WATER & WASTEWATER OPERATIONS SERVICES

Statement of Qualifications and Proposals will be received by the City of Garden City for Water & Wastewater Operations Services. Qualification and proposal packages may be obtained from the designated City staff person identified herein.

Sealed statements of qualifications and proposals from contractors will be received by the City of Garden City, Georgia, at 100 Central Avenue, Garden City, Georgia 31405, at 10:00 a.m. legal local time, Friday, November 3, 2017. After the time and in a room at place noted above, the qualifications/proposals will be publicly opened and read. No extension of the proposal period will be made unless specifically authorized by a formal written addendum released by the City.

All proposals will be evaluated in accordance with applicable City of Garden City purchasing regulations. Evaluation of firms submitting statements of qualification for this project will be based on qualifications, experience and performance on past projects along with references.

A pre-proposal conference visit will be conducted on Wednesday, October 18, 2017. The conference will begin at 10:00 a.m. The meeting site is located at City of Garden City, 100 Central Avenue, Garden City, Georgia 31405.

No proposal may be modified, withdrawn, or canceled for a period of sixty-five (65) days after time designated for receipt of Bids, or until notified by Owner, whichever is sooner. A non-collusion affidavit must be completed and submitted as part of the Contractor's proposal.

The City of Garden City reserves the right to reject any and all bids and to waive irregularities, technicalities, and informalities.
